Luo Xuan was a cultivator from Fire Dragon Island, invited by Shen Gongbao to descend the mountain to assist Yin Jiao in attacking Xiqi. He set fire to Xiqi city, was defeated by Princess Longji, and was killed by Li Jing using the Golden Pagoda. Afterwards, he was enfeoffed as the Southern Three Qi Fire Virtue Star Lord.
